	Ralph C. Thomas, III is a Partner with Barton, Baker, McMahon & Tolle, LLP in McLean, Virginia, one of the premier law firms in the country that focus primarily on  Government Contracts law.   Mr. Thomas focuses his practice on legal issues affecting small businesses in the federal government contracts arena, particularly those involving teaming arrangements, such as joint ventures, prime and subcontracting relationships and mentor protégé agreements. 
	During 1992-2005, prior to re-entering private law practice, Ralph was the Associate Administrator for Small and Disadvantaged Business Utilization at the National Aeronautics and Space Administration (NASA) in Washington, D.C. There, he served as the agency's senior small business advocate, reporting directly to the head of NASA.  Under Ralph's leadership the amount of prime and subcontract dollars going to small, minority, and women-owned businesses dramatically increased and were and still are the highest amount of dollars going to such entities in NASA's history.  While at NASA, he received a number of awards from within and outside the government, including the Presidential Rank of Distinguished Executive, an award restricted to 1 percent of the 6000 + Federal Senior Executive Service by Republican President George W. Bush and, in 2000, received the Presidential Rank of Meritorious Executive, an award limited to 5 percent of the Federal Senior Executive Service, from Democratic President Bill Clinton.
	Mr. Thomas has taught more than 100 seminars on "Teaming Agreements" and related topics all over the country. His course is regularly attended by owners, executives, and officials from small businesses, major corporations, academic institutions and the Federal government.   He has written more than 60 published articles on teaming arrangements and other small business issues. As Chair of the Federal Bar Association's Small Business and Socioeconomic Matters Committee, Thomas was editor of the publication, "Negotiating Effective Teaming Agreements: A Handbook for Small Businesses Engaged in Federal Contracting."
	Ralph has a Juris Doctor degree from Harvard Law School in Cambridge, Massachusetts, and a Bachelor of Arts degree with from the University of California at Berkeley, where he graduated with honors.  He is a past elected Chairman of the Federal Bar Association's Government Contracts Section, and was elected twice as Chairman of the Federal Small Business Directors Interagency Council and is a member of the Bar of the U.S. Supreme Court.    Recently, he was a speaker at the International Congress on Government Purchasing from Small and Micro Businesses in Brazil, critiquing that country's new Small Business Act.
